Wagoner holds a Master of Divinity from Wesley Theological Seminary, a Bachelor of Arts in Religion and Philosophy from Davis and Elkins College, and an Associate of Arts in Biology/Pre-Medicine from Potomac State College. He has held various licenses including nursing home administrator and social worker. He has served in numerous board and advisory positions, including YMCA Board President and gubernatorial appointments, and has been active as a mediator, facilitator, and ordained minister.
